Nestor Mora
12-12-08
A federal judge sentenced Wenatchee resident Nestor Mora to 10 years in prison Wednesday for receiving child pornography via the Internet.
By sentencing Mora, 30, to 10 years, the judge honored a plea deal reached in September. As part of the deal, prosecutors dropped a count of possessing child pornography.
The minimum sentence for receiving child pornography is five years in prison; the maximum is 20 years. For possessing child pornography, there is no minimum sentence, and the maximum is 10 years in prison.
“We chose to go with the one that at least assured us of a five-year sentence,” said First Assistant U.S. Attorney Tom Rice when the deal was reached.
The 10-year sentence will run consecutively to the 17-month sentence Mora received in Chelan County Superior Court in April on convictions of child rape, child molestation and luring, the judge ruled Wednesday. In Chelan County Superior Court, Mora admitted having oral sex with a 14-year-old boy at his home in January.

Chad Elliott Siu

Chad Elliott Siu, 22, a former assistant volleyball coach at Mount Rainier High School in Des Moines, Washington has been charged with second-degree sexual misconduct with a minor.
It is alleged that Siu had sexual contact with a 16-year-old female student in November 2007 and January 2008.
It is alleged that during the 2007 volleyball season she and Siu texted, talked on the phone and flirted and that in November Siu texted the girl after a volleyball banquet and asked her to come to his apartment. It is further alleged that Siu picked the girl up at her house around midnight and returned to his apartment and that while watching a movie in his bedroom, Siu gave her an alcoholic drink, fondled and kissed her. Allegedly when the girl said she would not have sex with him, Siu took her home.
It is alleged that in the January 2008 incident Siu texted the girl and wanted to meet up with her that night. Allegedly Siu picked her up in his van and drove to a business complex where they attempted to have intercourse.
It is alleged that in March 2008 that the victim told head volleyball coach Bryan Harley of the relationship. It is further alleged that Harley later gave the girl a copy of an apology letter Siu had written her, but did not let her keep it “for legal reasons”.
The girl subsequently went to school administrators in October and an investigation was begun.

John Hanscom
11-15-08
A Maple Elementary School gym teacher was fired yesterday after a nearly yearlong probe into possible sexual misconduct involving young students in the Seattle School District and in a Bellevue parochial school.
``A termination letter was sent to the teacher who had been the subject of charges concerning improper relationships with minor children," Seattle schools spokesman Dan Hodel said in a statement.
The teacher, John Hanscom, 44, has been on administrative leave with pay since August. He has 10 days in which to appeal the termination, Hodel said.
Hanscom has not been charged with any criminal conduct.
School investigators did not find any evidence of sexual activity between Hanscom and district students. But the district's legal counsel, Michael Hoge, has said misconduct between teachers and students may also include inappropriate contact outside of school.
During the investigation, Hanscom was found to have had elementary school-aged students at his home unsupervised.

Brad Goings, 31, an economics teacher and assistant football coach at Aberdeen High School in Aberdeen, Washington has been arrested and charged with one count of first degree sexual misconduct with a minor and three counts of communication with a minor for immoral purposes.
Goings, 31, of Central Park, was charged this morning with one count of first degree sexual misconduct with a minor and three counts of communication with a minor for immoral purposes. Grays Harbor Deputy Prosecutor Katie Svoboda said Superior Court Judge Gordon Godfrey issued a warrant for Goings’ arrest, and at press time she and Goings’ attorney were arranging for him to turn himself in.
The economics teacher, Future Business Leaders of America adviser and assistant football coach was disciplined by school officials in July of 2007 for sending text messages to students. He was also warned to keep his door open when talking with female students after the high school investigated rumors he was having an affair with a student, according to the police investigation. Several of his peers expressed concerns about his behavior toward female students over the last year and half, and one parent even sent Goings an e-mail telling him to stop texting her daughter, the police report said.

A man convicted of molesting four teenage Boy Scouts at a Latah County scout camp in July 2007 was sentenced to nine concurrent life sentences Wednesday.
Timothy Andrew Kellis, 38, will be eligible for parole after 15 years.
The sentences stem from nine counts of lewd and lascivious conduct with a minor child younger than 16. A jury convicted Kellis of the charges in September.
District Court Judge John Stegner also sentenced Kellis to five to 15 years in prison for attempted lewd conduct with a minor child younger than 16 and 15 to 20 years each for two counts of sexual abuse of a child. Kellis will serve all the sentences concurrently. He also must pay $3,606 in court costs.

Titus Epefanio
11-07-08
A former Spokane teacher's aide has been sentenced to 20 months in prison for having a sexual relationship with an underage girl.
Titus Epefanio could have faced five years in prison. His attorneys on Friday said they will file an appeal seeking a new trial.
After the sentencing, Epefanio posted a $25,000 appeal bond, which will keep him out of custody until the Court of Appeals issues a ruling on the appeal.
The judge ruled Epefanio will be allowed to have contact with the daughter he fathered with the girl.
At the sentencing the girl addressed the court. She told the judge Epefanio was controlling and manipulative.

Alan Eve
09-24-08
A Superior Court judge ruled it was not a crime for teacher Allan Eve to have sex with an 18-year-old student because the law is too vague.
That decision, issued this week by Judge Dennis Yule, means one of three counts against Eve for alleged inappropriate contact with female students at Richland High School will be dismissed.
The former music teacher was charged with having sex weekly with a student in the school's band supply room, a six-month relationship his attorney described as sexual intimacy between "two consenting adults." Since the law for first-degree sexual misconduct against a minor does not clearly define "minor" and only uses the phrase "at least 16 years of age," Yule said in his written decision, it "must be construed to apply only when a registered student is 16 or 17 years of age."

Scott Ballard
09-22-08
Scott Ballard, 33, a music teacher and band director at Medina Central High School in Medina, New York has been arrested on allegations of official misconduct for allegedly initiating relationships with two of his former students.
Reportedly Ballard turned himself in on Friday, as requested by New York State Police and was subsequently released on his own recognizance.
It is alleged by investigators that in 2004 and 2006 that Ballard engaged in inappropriate relationships with two then 17-year-old female students.
Reportedly rumors of Ballard’s alleged misconduct surfaced in 2004 and were investigated by school administrators who concluded the rumors were “hearsay” and that there were no substantial facts upon which to act.
Subsequently more rumors surfaced of a second improper relationship between Ballard and another girl. As a result the then school superintendent requested a police investigation.
Ballard is currently under a temporary protective order prohibiting him from being upon school property.
Ballard was arraigned in the Town of Shelby court, however his case is being transferred to the Village of Medina court.

Scott Michael Riley
08-27-08
A former Federal Way elementary music teacher was charged Tuesday with molesting a young relative about five years ago. Scott Riley, 53, was charged with first-degree child molestation. The victim told authorities in July that she was 4 or 5 years old at the time of the incident.
Court documents filed Tuesday contend that Riley poses a threat to the safety of the community and that he may be conducting private music lessons with minor children. The charge arose after Riley pleaded guilty in December to assaulting an 11-year-old girl in his music room at Twin Lakes Elementary School. Riley avoided jail time and having to register as a sex offender by admitting to fourth-degree assault in a plea agreement.
Along with Riley’s 12-month suspended sentence in that case, King County Superior Court Judge Laura Gene Middaugh also sentenced Riley to undergo a sexual deviancy evaluation and complete all recommended treatment. In April, Riley disclosed to his sexual deviancy treatment provider that he touched the female relative sexually while she was staying overnight, documents state. He claimed to have been dreaming at the time. In July, the girl, now 10, told authorities how the molestation occurred while she was visiting Riley’s condominium. She said Riley touched her private area while she was in bed with him.

Phil McGee
04-18-08
A former longtime physical-education teacher in Seattle faces up to 20 years in prison after pleading guilty this week to molesting four sisters he groomed for 10 years, first with rides home from school and later as a helpful, generous "Grandpa."
Phil McGee, 74, taught at B.F. Day and Rainier View elementary schools from 1994 until he was put on leave in April 2005 and fired in October 2006.
King County prosecutors said he molested the girls -- sisters in one family -- from 2002 to 2006, beginning when the youngest was about 7 and the oldest was 15.
"It's sad, because they were vulnerable on so many levels," said Senior Deputy Prosecutor Julie Kays. Jury selection in McGee's trial had begun when he suddenly pleaded guilty Thursday to five counts of child molestation.
McGee, who had worked as a police chief in tiny Grand Coulee in Eastern Washington, ran a lively after-school ballroom dance class at B.F. Day, where he worked until 2002. There, he coached an all-girls group, made their costumes and gave them rides home. His oldest victim was in his class.
